Position Objective: This position is with the Centers for Disease Control (CDC) Division of Healthcare Quality Promotion (DHQP). Develop workforce strategy and succession planning to aid the division in developing and executing initiatives that support employee development, engagement, and retention.
Duties and Responsibilities:
  • Advise the CDC Program on development and succession planning, and knowledge transfer for key positions
  • Develop, maintain, and implement a training strategy to ensure that all branch staff possess needed skills for their positions, and keep pace with the changes that affect their work with the project areas and the Program
  • Develop workforce strategy and succession planning to aid the division in developing and executing initiatives that support employee development, engagement, and retention. Includes a focus on advising program on development and succession planning, and knowledge transfer for key positions
    • Activities include, organizational assessment, workload analysis, skills and knowledge assessment, change management guidance, establishment of a competency-based performance model, and coordinating with division to ensure staff engagement
  • Support organizational / workforce assessments in order to identify gaps and ensure alignment to goals
  • Support the establishment of competency-based performance models
  • Perform needs analyses and review organization resources to support learning needs based upon projected competencies, organizational changes, and other external factors, as well as the near- and long-term goals of the organization.
  • Manage further implementation and maintenance of the competency model and supporting competencies into talent management and development programs
  • Create or refine and support leadership development and staff development initiatives in response to new drivers in healthcare quality
Basic Qualifications:
  • Demonstrated experience with development/implementation of two or more of the following areas: Career Planning, Team Building, Workforce Planning, Succession Planning, Assessments and Surveys, Performance Management, Change Management, and Process Improvement
  • Strong Human Capital Management expertise supporting federal clients, including experience designing and delivering strategic and operational human capital management programs and processes
  • Strong analytical skills, including the ability to analyze workforce and competency data and provide recommendations and solution strategies to government clients.
  • Strong facilitation skills and the ability to build relationships and interface with senior level government leaders
Minimum Qualifications:
  • Bachelors Required/Masters preferred
  • PMP Preferred
  • Five (5) years of hands-on experience leading Organizational Development projects with demonstrated success in development and implementation of programs
  • Advanced skills in Microsoft Office product suite, including PowerPoint, Excel & Word
  • PHR or SPHR certification preferred
  • Must be United States citizen or permanent resident or have authorization for employment in the United States
