Agile Technical Business Analyst

Join DecisionPoint in this challenging environment on our multi-year contract at the Internal Revenue Service (IRS). The ideal candidate for this position is a Business Process Management (BPM)/Enterprise Application Integration SME technical analyst with familiarity in business process management (BPM), business solution architecture, and system design. The applicant will have a hands-on background in gleaning requirements from process models (functional) and high-level architecture (technical) with very little assistance from Business and/or Development. We prefer candidates that have performed requirements engineering in an agile/scrum/iterative development model with emphasis on collaboration, progressive elaboration of a functional slice.  
Key Tasks included:
  • Review process flow diagrams from Business to derive functional Epics (release level capabilities) and Minimum Viable Product for the release (MVP) working with Business partners
  • Analyze & identify gaps in the process flow diagrams and provide inputs to Business Architecture
  • Identify opportunities for automation/efficiency in the current architecture so they can be handled as part of the platform modernization
  • Analyze the Program Solution Architecture and perform functional elaboration on Epics to derive Features (fully functional integrated service within a system)
  • Feedback loop to Business & Engineering on gaps identified in SDLC artifacts
  • Identify the Business Rules and establish decision trees to be associated to a Feature
  • Review Design & ICD documents to progressively elaborate Features into Stories (granular requirements for consumption by Development)
  • Lead JAD sessions with stakeholders, application developers, end users and other analysts to elicit, define, and refine requirements
  • Ensure Story compliance to definition of done and a testable Acceptance Criteria that defines the development scope
  • Work with Architecture to identify Technical debts, IT foundational work required to build the Architecture runway
  • Map the technical work item dependency to the functional artifacts requested by Business
  • Elicit/elaborate non-functional requirements (NFRs) and allocation of RPLRs (Repeatable Program Level Requirements – 508 compliances, Security, Operational monitoring) to Release versus Development Iteration
  • Creating requirements in RTC and map them to deliverables & Business Rules in RRC; manage/control changes to requirements
  • Ask relevant questions to Business & Architecture to clarify requirements and translate them into technical requirements.
  • Decompose requirements to the most granular level to help Development support shorter turnaround and frequent builds
  • Evaluate system requirements developed by others to determine if they are sufficient for application developers to develop code.
  • Identify the data needs/requirements to insure proper handling of data migration between platforms
  • Work back with PMO on escalations,
  • Participate on Status calls, Release meetings, and other stakeholder calls
Qualification and Experience:
  • Bachelor’s Degree in Computer Science or related field.
  • U.S. Citizen or Green Card Holder – must be able to pass a Minimum Background Investigation
  • 6 -10 years of experience
  • Familiarity with data requirements standards such as UML.
  • Ability to work with ambiguity and delivering iterative values
  • Experience in a complex and highly integrated IT architecture is preferred. 
  • Experience probing the architects and designers on the details of data flow and transformations and turn that into technical requirements. 
  • Experience with writing business and functional requirements/user stories but also technical requirements for system developers and understand boundaries and sizing for these stories.  When writing stories they need to know the basic principles for a good story and when decomposition is needed.
  • Experience in data modeling and working with Relational Database like Oracle, SQL Server.
  • Experience with Rational Tools (RRC, ReqPro, RTC, System Architect) preferred, experience with other tools (JIRA, DOORS, DOORS NextGen, Caliber, Confluence, etc. will be considered
  • Motivated self-starter who can work independently with minimal supervision to produce high quality deliverables for employer's external and internal customers.
